HistoryNamed by U.S. Coast and Geodetic Survey (USC&GS) in 1932 for the vessel Phoenix. This ship was the first one built in northwestern America, by James Shields, an Englishman in the Russian Navy, under the direction of Alexander Baranov, of the Skelikov Company, in 1794 (Bancroft, 1886, p. 329-331).
